چکیده

The impact of induced technological change (ITC) in energy/climate models on the timing of optimal CO2-abatement depends on whether R&D or learning-by-doing (LBD) is the driving force. Bottom-up energy system models employing LBD suggest strong increases in optimal early abatement. In this paper we extend an existing top-down model supporting this view according to the notion that socio-economic inertia interferes with rapid technological change. We derive analytical results concerning the impact of inertia and ITC on optimal initial abatement and show a wide range of numerical simulations to illustrate magnitudes. Inertia now dominates the timing decision on early abatement, such that LBD might even have a negative effect on early abatement and the impact of R&D is limited. However, ITC still reduces costs of stabilizing atmospheric CO2-concentrations considerably. JEL classification: O320; Q400; Q540

Carbon Dioxide Sequestration: How Much and When?

Carbon dioxide (CO2) sequestration has been proposed as a key component in technological portfolios for managing anthropogenic climate change, since it may provide a faster and cheaper route to significant reductions in atmospheric CO2 concentrations than abating CO2 production. However, CO2 sequestration is not a perfect substitute for CO2 abatement because CO2 may leak back into the atmospher...

The influence of inertia and uncertainty upon optimal CO2 policies

Following the UN Framework Convention on Climate Change [1], countries will negotiate in Kyoto this December an agreement to mitigate greenhouse gas emissions. Here we examine optimal CO2 policies, given long-term constraints on atmospheric concentrations. Our analysis highlights the interplay of uncertainty and socioeconomic inertia. We find that the ‘integrated assessment’ models so far appli...

Decision making under uncertainty and inertia constraints: sectoral implications of the when flexibility

Current debates on mitigation emphasize the role of the inertia of the economic system. Our aim in this paper is to study in more depth how sectorally dif ferentiated inertia impacts on optimal CO2-emission abatement policies. Using the STARTS model, we show that optimal abatement levels and costs differ sensibly among sectors. Differential inertia is the critical determinant of this trade-off,...

Optimal CO2 Abatement in the Presence of Induced Technological Change

This paper explores the significance of policy-induced technological change for the design of carbon-abatement policies. We derive analytical expressions characterizing optimal CO2 abatement and carbon tax profiles under different specifications for the channels through which technological progress occurs. We consider both R&D-based and learning-by-doing-based knowledge accumulation, and examin...
